We searched for Rahul Gandhi's speech in the parliament and found the video on Youtube which was uploaded by CNN News 18. In the video, at 4:57, Rahul Gandhi can be heard talking about the defense minister's involvement in Rafale Scam and saying "I have no proof so far to say that you (Nirmala Sitharaman) are involved but I am very clear that the Prime Minister is directly involved in the Rafale scam".
So, the viral video was mischievously clipped and edited to show as if Rahul Gandhi is accusing PM Modi in Rafale scam without any proof.

No, Rahul Gandhi didn't say that he has no proof so far, but he is very clear that the Prime Minister is directly involved in the Rafale scam. His statement was for Defense Minister Nirmala Sitharaman. He says that he does not have any proof so far of her(Niramal Sitharaman) involvement, but he is clear that the Prime Minister is directly involved in the scam.
