The text written on the image suggests that the man touching Sonia Gandhi's feet is former Prime Minister Man Mohan Singh, who is older than Sonia Gandhi in age. It is also added that Rahul Gandhi is smiling watching all this.

The viral image has a watermark of 'Getty Images', which is an image buying platform. With the help of a relevant keyword search, we found the original image uploaded on the Getty Images website.
According to the description given on the website, the image is from November 2011 during the Indian Youth Congress's national-level convention of Elected Office Bearers in New Delhi and the man who is touching Sonia Gandhi's is a representative.

If the man touching Sonia Gandhi's feel was Manmohan Singh, then it would have definitely been mentioned in the caption as he was the Prime Minister of the country back then.
