Some publications like Rising Kashmir and Greater Kashmir were hit by the shutdown in the valley but Kashmir Times was always operational in the valley.
On Aug 26, The Wire journalist Urmilesh claimed that nobody is getting newspapers in the valley after the abrogation of Article 370 on August 5. He made the claim on his show "Media Bol".
While setting the agenda of the show, he said that even though a few channels are being shown as per convenience but newspapers are in a very bad state and nobody is getting it in the valley.

However, the senior journalist of Doordarshan Ashok Shrivastav tweeted to refute the claims of The Wire. In his debate show 'Do Took', he shared the copy of few newspapers published from the valley on 18th and 19th August.
Ashok Shrivastava said that the Srinagar edition of Kashmir newspapers is being published continuously. He named a few Kashmir newspapers like Greater Kashmir, Rising Kasmir, Kashmir Uzma, Kashmir Image, Srinagar Times, Kashmir Reader, etc from Srinagar.

Some of the online news portals like risingkashmir.com and greaterkashmir.com are still inactive. The last story on these portals is from 5th August. Even the e-paper of Greater Kashmir is not available after 5th Aug.
However, as mentioned by Ashok Shrivastav, the newspaper of both publications are operational now.
Kashmir Times was always operational and stories were regularly updated. On their website, we can find the archives of all the dates since August 5. Here is a screenshot of the archives of August 7th.
Kashmir Times has its headquarters both in Jammu and Srinagar.
The e-paper of Kashmir observer is not available from Aug 5 to September 19th. However, the archive of online portal is not working so we couldn't verify whether they were publishing articles online or not.
Conclusion: It is true that some of the news publications are still inactive in the valley. However, this may be due to resources. There is no official order from the government to curb the freedom of the press in the valley.
