BJP or Congress - under whose rule Muslims or minorities are safer?

In a farewell message, the outgoing vice-president Hamid Ansari had said that Muslims do not feel safe in the country. Earlier Aamir Khan had said 

“When I chat with Kiran (his wife) at home, she says 'Should we move out of India?' That's a disastrous and big statement for Kiran to make. She fears for her child. She fears about what the atmosphere around us will be. She feels scared to open the newspapers every day. That does indicate that there is this sense of growing disquiet, there is growing despondency apart from alarm. You feel why this is happening, you feel low. That sense does exist in me"   - Aamir Khan

BJP has imposed a beef ban in some of the states. In UP, Yogi Adityanath banned illegal slaughterhouses which led to the unemployment of Muslim men.

Many cases have been reported of cow vigilantism where Muslim men were killed by gau-rakshak gangs. Earlier Mohammad Akhlaq of Dadri village was killed in Uttar Pradesh over rumours that there was beef in his house.

The issue of minority insecurity has been prevalent for a long time. So let's discuss under whose rule Muslims or minority face more danger BJP or Congress and other parties.
