The prime minister had earlier publicly admitted that the ongoing violence against the Christian communities was a matter of great "national shame".

Human Rights Watch has blamed Hindu organizations like Vishwa Hindu Parishad (World Hindu Council, VHP), the Bajrang Dal, and the Rashtriya Swayamsevak Sangh (National Volunteer Corps, RSS) for violence against Christians in India.
